The Meaningful Use program was envisioned to bring greater structure to the way HIT and EHRs are used to improve the effectiveness of patient care. To do that, a set of standards has been established to create both the structure and consistency needed for meaningful use of EHRs. The process to establish these standards and requirements was led by The Office of the National Coordinator for Health Information Technology (ONC). In addition to the standards and requirements, the Meaningful Use program provides incentive payments to hospitals and Eligible Professionals (EPs) as a way to stimulate faster adoption and use of EHRs. The incentive period began in FY 2011 (October, 2010) and runs to FY 2015. Hospitals and EPs not fully meeting the Meaningful Use requirements by 2015 and beyond will incur payment penalties from Centers for Medicare & Medicaid Services.
